“Our goal is to keep Ward 4 as a safe place to live, work and thrive, while helping criminals get the assistance they need to be productive members of society.


Ensuring that Ward 4 neighborhoods are safe is a top priority for Councilmember Todd.  During his time in office, the Councilmember has implemented a multi-pronged approach to preserving public safety in Ward 4 communities.  These methods include engaging community involvement, building relationships with neighborhood patrols, and working with District leadership. Specific areas of involvement include:

  • The coordination of the training of 65 new block captains in the Ward.
  • Ride-alongs with the 4th District Commander, Wilfredo Manlapaz, as well as Fire and EMS Chief, Greg Dean.
  • Conducted 8 door-to-door canvassing efforts in Ward 4 neighborhoods with the Metropolitan Police Department.
  • Organized and hosted a public safety meeting, co-hosted by 4th District Commander Manlapaz, the Fourth District Citizens Advisory Council, and Police Chief Cathy Lanier, for over 200 Ward 4 residents.
  • Established the Ward 4 Public Safety Advisory Committee, made up of local Ward 4 leaders, to help identify gaps in safety coverage throughout the Ward, and provide strategic recommendations on how to best address these gaps.
