Councilmember Todd Introduces Bill To
Improve Bike Lane Parking Enforcement

Washington, DC – Today, Councilmember Brandon Todd (D-Ward 4) introduced legislation that would advance Vision Zero and cyclist safety by improving parking enforcement in DC bike lanes. When bike lanes are illegally blocked by trucks or idling vehicles, cyclists are forced to swerve into traffic, endangering themselves and motorists. Currently, the Department of Public Works (DPW), which oversees parking enforcement, is not a member of the Bicycle Advisory Council (BAC), which advises the Mayor and the District on cycling issues. This bill would expand the BAC to include  DPW, so the agency can offer its expertise to address this public safety matter.

“I witnessed firsthand the danger of blocked bike lanes during my bike to work at the Wilson Building,” said Councilmember Todd. “DPW is chiefly responsible for parking enforcement in bike lanes, so they need a seat at the table. We would not accept vehicles blocking 16th Street during rush hour, and we should not accept vehicles blocking our bike lanes, which are critical transit and commuting corridors. I am proud to support the District’s investments in our bicycle infrastructure, because bikes take cars off the roads, reducing traffic congestion and pollution. But if our bike lanes are blocked, the infrastructure cannot serve its purpose.”

“DPW’s responsibilities for bike infrastructure enforcement and maintenance make them instrumental to bicyclist safety, and their voice is needed on BAC,” said Rachel Maisler, Ward 4 Representative and BAC Chair. “Other cities have seen cyclist fatalities due to blocked bike lanes, and we cannot let that happen in the District.”

The “Bicycle Advisory Council Expansion Amendment Act of 2019” was co-introduced by Councilmembers Charles Allen, Brianne Nadeau, Jack Evans, Anita Bonds, Vincent Gray, David Grosso, Elissa Silverman and Chairman Mendelson, and co-sponsored by Councilmember Kenyan McDuffie.
