Councilmember Todd Introduces Legislation to Help 14th St. Small Businesses
Through Temporary Slowdown During Economic Development

Washington, DC – Today, Councilmember Brandon Todd (D-Ward 4) introduced legislation to provide much-needed support to 14th Street small businesses, in the form of loans, to allow them to continue with operations during the disruption caused by the redevelopment of the WMATA Bus Depot, located at 4615 14th St, NW. With the closure of the Bus Depot for reconstruction, there will be roughly 400 less employees dining around the 14th Street area on a daily basis, making it extremely difficult for small mom and pops shops to do business as usual.

While economic development is great for the growth and prosperity of our communities, we must also be mindful of the short-term impact on our local businesses and the charm and character they bring to the neighborhood. Just as the District previously invested in other areas of town during financial hardship related to economic development, like H Street and Adams Morgan, it is now time to invest in and support the 14th Street corridor. Without additional support, the investment in the corridor – and the vibrancy that it will bring – could be put in jeopardy.

“Small restaurants are going to face immediate hardship as a result of redevelopment and need our help. We cannot forget about our small businesses during their time of need,” said Councilmember Brandon Todd. “We must support these businesses which were a pillar of the community during the long haul of the District’s growth. They are the heartbeat of our neighborhoods and a vital economic engine of the city.”

The WMATA Bus Depot Relocation Relief Amendment Act of 2019 sunsets in 2024 with the conclusion of the Bus Depot redevelopment. It would allow for the provision of loans to small businesses located on the 4300 to 4800 block of 14th Street NW directly across from the Bus Depot.
