Councilmember Todd Introduces Bill
To Exempt Parent Teacher Organizations From Government Fees

Washington, DC – Today, Councilmember Brandon Todd (D-Ward 4) introduced legislation to exempt Parent Teacher Organizations (PTOs) from fees imposed by the Department of Consumer and Regulatory Affairs (DCRA).

The Parent Teacher Organization Fee Exemption Act of 2018 relieves PTOs from $80 incorporation, $80 biennial reporting, and $412.50 biennial registration and licensing fees imposed by DCRA. While fees are reduced for non-profits, many PTOs operate on limited budgets and even these reduced fees are burdensome. The legislation will allow PTOs to fully leverage their funds toward the classroom. It was co-introduced by Councilmembers McDuffie, Robert White, and Cheh.

“Parent Teacher Organizations are invaluable resources for each school community, and every dollar spent on government fees is one less dollar benefitting students.” said Councilmember Todd. “Schools function better when parents get involved, and this legislation will allow PTOs to redirect spending from unnecessary fees toward investing in resources and opportunities to strengthen student performance.”
